debian packaging is borked

Description
All of the misc/*/debian/rules files reference doc/newpb-jobs.txt and doc/newpb-todo.txt, which were recently renamed to remove the newpb- prefix. As a result, running 'make debian-sid' fails as it tries to copy the non-existent files.
