"flogtool web-viewer" should reload flogfile on each page reload

Description
Robk has wished several times that you could just leave a "flogtool web-viewer" running, and then replace the .flog file (perhaps by re-running some tests), and then just hit "Reload" in the browser to see the new contents. Sounds like a good idea to me.

Done, in [c12639463885ee586bc5a887a0ea863a85150432]. It's a manual "Reload logfile" button, rather than an automatic thing, but it's a good start.
