replace Lore-based hosted HTML docs with pointers to github .rst files

Description
Currently this website (foolscap.lothar.com) hosts a dozen-ish HTML documentation files, which were generated from Lore sources from the 0.6.5 release. These have been replaced with .rst files, hosted (and rendered nicely) on GitHub.
I need to remove the .html files from this site, and replace them with pointers to the github files. A simple HTML file with a couple of links should be enough.

Done, there's now a redirect to https://github.com/warner/foolscap/tree/latest-release/doc . I also added a "latest-release" tag (which will be updated on each release), so the links point at the latest release instead of current trunk.
